The Route 133 bypass of Hightstown is a relatively new freeway, so the pavement is in very good condition. Clarity of signing is good, though it could use exit tabs (numbered or lettered). Safety on the highway also is quite good considering its recent construction. Aesthetics are typical, but still make it feel very rural in appearance. 

Congestion is not really a problem on the freeway, mostly because drivers still use Route 33 to access the Turnpike. There needs to be an interchange built for the freeway to replace the existing one with Route 33 (EXIT 8). Once in place the Route 133 freeway could be re-designated I-395, giving it better association with I-95 and the Turnpike. Both ends of the freeway should be converted to grade-separated interchanges instead of traffic lights.

Overall, the highway serves its purpose as a bypass of downtown Hightstown, except for those continuing on Route 33 west. It sometimes doesn't seem worth it to go all around, and some just go through Hightstown anyway.
